Dark Sun Warrior Beasts.

The Dark Sun Warriors are located in a desert outside a major Metroplotian city. The Dark Sun Warriors release giant overside desert-like beasts on the city. The beasts are as huge as skyscrapers. The Blue powered hero(who I really need to come up with a name for soon) Lives in the city and flies out to stop these monsters. The Dark Sun Warriors still have the agents that can travel through the dust storms, and these giant beasts are usually only at most a distraction from something more sinster going on.
